I prefer to work on a 1/3 payment schedule, wherein 1/3 of the predetermined total is paid upon contract signing, 1/3 upon storyboard/thumbnail approval; I always break down the entire story before laying down the final line work, and 1/3 upon project completion. I am willing to discuss alternatives if the situation warrants it, especially in the case of a new client where trust has yet to be established, but it will take a very special case for me to deviate from this methodology. Test pages can be requested at $25 per, including minor revisions if necessary, however repeated testing will incur extra charges that will be agreed upon before the work has begun.
